• <br />• <br />Planning & Zoning Board <br />December 14, 2005 <br />Page 13 <br />Mr. Rafferty stated that a great deal of money is being put into survey, and this was a way <br />to get a reading of what people thought. The question would need to be clearly identified <br />as future developments. <br />Mr. Tralle agreed it would be a better idea to put the question on the survey than to ask <br />neighbors individually. A question on a survey would remain the same and hold the <br />same tone than when asked by different individuals. <br />Mr. Laden asked if there are current standards in place if a developer wants them. Mr. <br />Grochala replied that there are standards for the physical structure. He added that the <br />Environmental Board may look at a hard surface area and comment. He noted that in <br />areas of the city where there are sidewalks, public works is maintaining them. <br />Mr. Laden stated that the city currently allows sidewalks, but does not require citizens to <br />shovel them. He is not sure they need to. He believes they are still a benefit to the <br />community without requiring them to be shoveled. Mr. Grochala commented that there <br />is an expectation by residents that the city maintain sidewalks. <br />Mr. Laden said he is continually hearing from citizens complaining about busier roads <br />with more developments, but no sidewalks. <br />Mr. Laden specified that pedestrian connections vary from community to community, <br />and each depends on the community. He stated that trail systems and sidewalk systems <br />have different functions. <br />Mr. Grochala expressed that if a trail connection is not being proposed in a development, <br />they sometimes look for a sidewalk. Implementation of sidewalks would have to be part <br />of a much more comprehensive package involving funding, maintenance, etc. <br />Mr. Pogalz stated he does not see it necessary in any of the remaining pre -2010 land, as it <br />would be unable to connect those areas to existing developments. Maybe they could try <br />and create a network for development 2010 and beyond. <br />Mr. Rafferty requested that Mr. Grochala look into the possibility of adding a question to <br />the city survey on this issue. If people suggest something, they could go with the <br />majority opinion. <br />E. Meeting Rules <br />Mr. Hyden suggested creating a handout for board meetings so that those attending know <br />the process and protocol of time limits, etc. <br />Mr. Rafferty stated that the Council states the limitations of time, etc. at meetings. <br />Mr. Laden asked if the City Council has a set of rules they work by, <br />Mr. Smyser replied he is not sure if anything is formally adopted. There was a pamphlet <br />done in 1990, which he believes addressed these issues. He noted the City Council has a <br />retreat coming up in which these items will be discussed. <br />
