• <br />• <br />• <br />Planning & Zoning Board <br />December 14, 2005 <br />Page 8 <br />The board added Condition No. 16, requiring striping in designated pedestrian walkways. <br />The board added Condition No. 17, referring to horizontal banding on the precast area, <br />and allowing the architect and staff to come up with an appropriate use. <br />Mr. Laden requested feedback on whether the base metal on the building needed to be <br />strengthened. Mr. Hyden referred to page 24 of the guidelines, which specifies a base <br />with thicker walls, some specific material mentioned, but no mention of metal. <br />Mr. Rafferty asked the architect to describe the samples that were brought. <br />Ms. Manion displayed some of the color options. She noted that the precast metal <br />samples are in the range of colors offered, that these were a first attempt at color, but <br />changes need to be made. They are still working on creating color samples. The board <br />preferred the colors that were a deeper reddish brown, and those not quite so yellow. <br />They agreed that the samples are the right approach, but would like to see more earthy <br />tones. They asked if one color would be used on all precast. Ms. Manion replied yes. <br />She said they are in favor of a lighter colored building as opposed to a darker colored <br />building. She noted that the board should rely on samples versus renderings when <br />looking at color. <br />The board asked what the awnings are made of. Ms. Manion replied they are an <br />aluminum piece that will project from the face of the brick. Mr. Rafferty questioned if <br />the trellis design should be continued, as used near the kids area. Ms. Manion described <br />that the openings in the kids area are larger. <br />Mr. Tralle requested that the yellow sample be eliminated from the options. Ms. Manion <br />pointed out that the colors will look very different outdoors, and that they will continue to <br />work with staff to agree on exact colors. <br />The board summarized the conditions of approval from the staff report, amending <br />Numbers 11 and 13, and adding Numbers 16 — 23, based on the board and staff's <br />recommendations. <br />Mr. Hyden made a MOTION to recommend approval of the Final Plan of the Rice Creek <br />Chain of Lakes YMCA subject to the following 23 conditions: <br />1. A minimum 2 inch deep window trim or two inch recess must be provided in <br />accordance with the development standards for the site. <br />2. All lighting fixtures must be submitted and prove to be in conformance with the <br />requirements of the LLTCDDG. <br />3. The shrubbery provided on the north side of the north parking lot must be revised to <br />provide a salt - tolerant hedgerow that will provide a year round screen measuring a <br />minimum of 2 feet high at time of planting and a minimum of 4 feet high at <br />maturity. <br />4. The landscape materials must be substituted as outlined in the Environmental <br />Board's Comments. <br />
