• <br />• <br />I <br />Memo <br />Environmental <br />To: Jeff Smyser <br />From: Marty Asleson <br />Date: March 2, 2006 <br />Re: February 22, 2006 Environmental Board Recommendations <br />The February 22, 2006 Environmental Board made the following recommendations: <br />Pheasant Stroll Estates <br />• Wetland delineations must be verified by RCWD <br />• The flood plain area should not be encroached into, particularly the iw soil <br />area underlying the flood plain. This area on this site has a strong potential <br />for rare plants. A rare plant inventory must be completed. Even if rare plants <br />are not found in the flood plain area of Pheasant Stroll Estates, there is a high <br />probability that the seed bank for these plants exist. <br />• The developer should work with RCWD and the City to reposition ponds and <br />infiltration areas located in the flood plain, or design a creative wetland <br />enhancement project that would satisfy the RCWD on this site. <br />• A Conservation Easement should be placed over the flood plain area of this <br />site and given to the City. <br />• The developer provides evidence that the septic system and fuel tank located <br />on the site are properly disposed of. <br />• A landscape plan should be submitted for screening purposes and escrow <br />dollars should be allocated to provide one tree per frontage of each new <br />• Page 1 <br />
