• <br />• <br />• <br />Millers Crossroads Shopping Center <br />page 2 <br />The site is zoned LB Limited Business. Restaurants and retail businesses are permitted <br />uses. An accessory drive through facility is a conditional use, as is outdoor seating for a <br />restaurant. Specific requirements for these are addressed below under the CUP heading. <br />Building: The commercial building exterior includes a stone base, painted "hardi- <br />plank" lap siding, a stucco sign band, vinyl shakes on the gable ends, metal fascia, and <br />aluminum windows and doors. (This is an improvement over the prehung vinyl windows <br />of the 2003 approval.) Decorative painted wood columns support the overhang and add <br />visual interest. The building meets the commercial building materials requirements while <br />the style and colors of the building complement the structures in the residential area of <br />the development. <br />In the 2003 approval, the trash enclosure was attached to the east side of the building at <br />the northeast corner. It would have faced east with access from the entry drive. With the <br />addition of the drive through facility, the trash enclosure has been moved to the south <br />with access from the new drive through lane. While we typically require trash enclosures <br />attached to the building, the possible locations are limited by the two driveways and the <br />large ponding areas on both the east and south. <br />Signage: When a single principle building is devoted to three (3) or more <br />businesses, a comprehensive sign plan for the entire structure shall be submitted and shall <br />be of sufficient scope and detail to permit a determination as to whether or not the plan is <br />consistent with the following regulations. Some revisions have been submitted to the <br />August 2003 sign plan. The EIFS sign band has been changed to stucco, a minor and <br />acceptable change. Signs have been added to the east and west facades. Because the <br />building has more than one street frontage, they may have one additional wall sign <br />beyond the signs for the tenants with individual entrances on the front of the building. If <br />there is to be a second sign on end of the building, it must be for a tenant of building. <br />They do not get a sign on each end of the building. We recommend that the additional <br />sign be allowed on the Hodgson Road side (west elevation). <br />Sign height is measured from grade to the uppermost points or level of sign surface. The <br />height of the monument sign differs between the sign plan information and sheet SP2. <br />This must be corrected/clarified to be consistent. <br />Lighting: Exterior lighting fixtures must be 90 degree cutoff types. The submittal <br />includes several cut sheets for the exterior fixtures. Recessed fixtures are shown in the <br />soffits. The submitted wall fixtures for the back of the building do not meet the <br />requirement and must be changed. The lights over the main site driveway, drive through <br />and parking lot comply with the 90 degree cutoff requirement. However, the lighting <br />plan lists them at 30' high. The street lights on Birch St. and Hodgson Rd. are that high, <br />but in Lakota Trail they may be less than 30'. The parking lot and driveway lights for <br />this commercial site should be no taller than the street lights in Lakota Trail. <br />
