The building was the same size as the new proposal and the plan provided 65 <br />parking spaces with the potential for 16 more. That approval assumed a daycare and <br />retail use of the building. Two restaurant uses instead of the daycare increases the <br />parking needs. <br />The parking breakdown table shows that the total required is 99 parking spaces. The <br />design supplies 78 spaces to be built. The parking proof of parking shows 14 for a total <br />of 92. This is 93% of the requirement. A total of four handicapped spaces are needed for <br />a parking lot of 76 to 100 spaces, so one more must be added. <br />The city can allow a "parking deferment" under certain conditions: the proof of parking <br />would be the parking deferment. If a problem arises in the future, the city can require the <br />additional parking to be constructed as shown in the proof of parking area. If the <br />additional proof of parking area spaces are constructed, the trash enclosure would need to <br />be moved to allow the access to the new spaces. <br />Under the conditions for a parking deferral, the peak parking must be less than the <br />required parking and there must be sufficient property under the same ownership to <br />accommodate the need. (See Section 3, Subd. S.G.) That is, there must be space to build <br />the deferred parking spaces if needed in the future. This is met with the proof of parking. <br />
