Planning & Zoning Board <br />March 8, 2006 <br />Page 2 <br />Mr. Bengtson presented the staff report. Staff recommended approval, adding that the <br />development conforms to the number of allowable lots and that park dedication has been <br />taken care of for this phase. <br />Mr. Tralle made a MOTION to recommend approval of the Final Plat for Century Farm <br />North 4th Addition. Motion was supported by Mr. Pogalz. Motion carried 6 -0. <br />B. PUBLIC HEARING for a Conditional Use Permit to allow a commercial dog <br />kennel at 7933 -24th Avenue <br />Mr. Bengtson presented the staff report. <br />Chair Rafferty opened the Public Hearing at 6:43 p.m. <br />Staff recommended approval subject to the conditions of the staff report. <br />Mr. Bengtson noted that he had distributed city Ordinance No. 03 -96 to board members <br />prior to the start of the meeting. <br />Mr. Rafferty asked the Board to consider tabling this item in order to review the <br />distributed information. <br />Mr. Pogalz asked how the city came upon this request. Mr. Bengtson replied that the <br />Police Department had received calls regarding stray dogs from this property. <br />Mr. Bengtson stated that all ordinances and code sections need to be met in order for <br />approval. He pointed out that basic sanitation standards are in place, but staff is currently <br />working to amend the animal ordinance to better define these requirements. <br />Mr. Nelson pointed out a discrepancy of the number of allowable dogs within the report. <br />Mr. Bengtson stated that we would clarify from the applicant the exact number of dogs <br />they are requesting to be allowed. <br />Mr. Rafferty asked for public comment. <br />The applicant was not in attendance. Staff stated that the applicant had notified staff that <br />she may not be able to attend the meeting due to illness. <br />No one was present to speak on this issue. <br />The board agreed to table the item, but were concerned about citations being issued prior <br />to the item being resolved. Staff stated that they would remain in communication with <br />the police department regarding this issue. <br />Mr. Tralle made a MOTION to continue the Conditional Use Permit to allow a <br />commercial dog kennel at 7933 — 24th Avenue to the April 12, 2006 meeting. Motion <br />was supported by Mr. Hyden. Motion carried 6 -0. <br />DRAFT MINUTES <br />
