PUBLIC HEARING for a Rezone, Perliminary Plat and MUSA Allocation for <br />Pheasant Stroll Estates <br />Mr. Smyser presented the staff report. <br />Mr. Rafferty opened the Public Hearing at 7:04 p.m. <br />Mr. Smyser stated that they have been working with the Anoka County Highway <br />Department and neighboring cities on road alignment issues and infrastructure. <br />Mr. Smyser stated that a letter received by a resident will be included as part of the public <br />record for this meeting, and was distributed to the board. <br />Staff stated that there were a number of outstanding issues with this project, therefore <br />they were recommending continuing the public hearing. <br />Mr. Smyser stated that successful development will require sufficient access and utilities. <br />He added that these discussions are ongoing and progressing, but will need to be resolved <br />prior to plat approval. <br />Staff discussed roadway and utility options that are being considered for the site. <br />Mr. Rafferty asked for public comment on the issue. <br />Mike Black, Royal Oaks Realty, representing the developer on behalf of Brunn <br />Construction, stated that they are a local company that has been building in the area for a <br />long time. He stated that Brunn purchased this property in the summer of 2004, and have <br />been working with staff and neighboring property owners since then to plan this <br />development. He noted that Bob's Auto Ranch is not interested in selling their property <br />at this time. He added that they are retaining an existing log home on the site. They feel <br />that what they are proposing is the best option for this site. They would like two <br />permanent turnarounds, and are trying to help facilitate development to the west. They <br />are trying to avoid a lift station and have tried to address staff's concerns. They are <br />eliminating an offsetting intersection and allowing for future development. They plan to <br />avoid additional offset intersections. Royal Oaks Realty did its own study of this area as <br />to what would make the most sense taking the area into account. They believe the road <br />should line up with Kent St. Their proposal provides for a possibility of future lots on the <br />western border of the site and allows for residential development while aligning the <br />intersection to the south. They believe that this proposal makes as much sense and is as <br />safe as any plans LandForm has proposed. Mr. Black would prefer not to mix uses with <br />the commercial area. <br />Mr. Tralle pointed out that minimizing access points has not been successful in the past. <br />• He is concerned for the city. <br />Mr. Black stated that this plan would allow for either a road extension or no extension. <br />DRAFT MINUTES <br />
