• <br />• <br />• <br />• Cattail monotypes will be mowed and de- thatched in the first quarter of year two (during <br />frozen conditions) and chemically treated with Glyphosate in the spring and /or fall. <br />Cattail biomass will be removed from the site and composted and /or burned; <br />• Quaking aspen resprouts will be treated in the first and fourth quarters of the year; <br />• Prescribed bum plans will be written and burn permits will be acquired in the first quarter <br />of the year; <br />• Prescribed burning plan will be implemented in the early second quarter of year two (i.e. <br />April and May); <br />• Wetland mitigation areas will be monitored during second through fourth quarters of the <br />year; <br />• Re- seeded native communities will be monitored during the second through fourth <br />quarters of the year; <br />• Known locations of endangered plant populations will be monitored during the second <br />and third quarters of the year; and <br />• A wetland mitigation monitoring report will be completed during the fourth quarter of the <br />year. <br />Year Six (January 1 through December 31, 2011) <br />• Wetland mitigation areas will be monitored during second through fourth quarters of the <br />year; <br />• Reseeded degraded native communities will be monitored during the second through <br />fourth quarters of the year; <br />• A wetland mitigation monitoring report will be completed during the fourth quarter of the <br />year; and <br />• A long -term management plan will be completed during the first and second quarters of <br />year six. <br />Phase 2 — Maintenance and Management: Years 5 -10+ <br />1) Monitoring and spot treatment of invasive species populations and effectiveness of <br />management practices; <br />2) Prescribed burning of wetlands, dry prairie /savannas, and oak/aspen woodland edges; <br />3) Monitoring of restoration successes and failures, vegetation diversity, and wildlife use; <br />4) Monitoring and resolution of residential encroachment into conservation areas, <br />unauthorized uses of conservation areas, and negative impacts associated with trail use <br />and maintenance; and <br />5) Coordination among The Preserve's Homeowners Association, the City of Lino Lakes, <br />the project ecologist, and other project stakeholders to update management plan and <br />priorities, and allocated restoration and management resources. <br />The Preserve Conservation Development - Restoration and Management Plan 24 <br />
