Because of the <br />short distance between Hodgson and Ware Roads, access management is vitally <br />important. One access to CR J, a public street, will provide good access to all <br />properties adjacent to the subject site, and to the site itself. The proposed project <br />does not provide such a street. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />The townhomes at the proposed density are consistent with the Medium Density <br />Residential category in the comprehensive plan. <br />3. The proposed use conforms with all performance standards contained herein. <br />Right of way and setbacks are not adequate in the submitted plans. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />Adequate water and sanitary service are available for the site. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />Access management is an important aspect of planning the city. A local street or <br />frontage road are possibilities for creating access to this site. Section 1007 -4.7 of <br />the subdivision ordinance requires that these possibilities be used rather than an <br />individual driveway. The proposal does not provide the right of way for a public <br />street that serves the public need for a safe, planned access on Co. Rd. J serving <br />more than one property. <br />In addition to these factors, the City's Growth Management Policy states that "promoting <br />development within the existing MUSA is preferable to expanding the developing area of <br />the City by granting MUSA reserve acres." Expanding the MUSA before land within the <br />MUSA develops, and before the infrastructure needs have been addressed for the land <br />within the MUSA, is inconsistent with this policy. <br />PRELIMINARY PLAT/PLANNED UNIT DEVELOPMENT <br />Buildings, Units: The proposal includes 27 townhomes as two -, three -, and four -unit <br />structures. An existing single family home would remain. An elevation of the fronts of <br />the units has been provided, but we have no detailed information on materials or <br />
