• <br />• <br />• <br />AGENDA ITEM V B <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: June 14, 2006 <br />TOPIC: CONTINUED PUBLIC HEARING <br />•Rezone to Planned Unit Development <br />•Development Stage Plan/Preliminary Plat and <br />Allocation of MUSA Reserve <br />The Preserve <br />Integra Homes <br />BACKGROUND <br />The P & Z opened the public hearing at the May 10 meeting and continued it. Integra Homes <br />has requested approval of single family residential development called The Preserve. The <br />comprehensive plan guides the site for low density residential use. The northern part of the site <br />is within the existing MUSA and zoned R -1, but the southern part will need MUSA and <br />rezoning. <br />The Preserve project is the City's next opportunity to implement the Parks, Natural Open <br />Space /Greenway and Trail System Plan through the use of a conservation development. Staff <br />have worked with the developer to pursuit our public values and conservation development <br />goals. The project includes restoration and preservation of quality wetlands and upland areas, <br />and fills in one more piece of the greenway vision. <br />A planned unit development (PUD) is being used on this project because standard zoning <br />requirements do not accommodate the natural features and the restoration plan. As with the <br />Foxborough (Fox Den Acres) project, the discussions have centered on the question "what is the <br />best design ?" rather than "does this meet all the mathematical zoning requirements ?" <br />The project will require some MUSA, rezoning to planned unit development, and the approval of <br />a PUD development stage plan/preliminary plat. <br />ANALYSIS <br />The site consists of two parcels, both under the same ownership The southern parcel, which is <br />all wetland except along the edge of Holly Drive, will not be developed. All proposed <br />development is on the northern parcel. The northern parcel currently is split by the MUSA and <br />zoning line. <br />
