The site is within the stage 1 (pre -2010) growth area. The northern part of this northern <br />parcel, approximately 850 feet or 2/3, is within the existing MUSA and currently is zoned R -1. <br />Two public streets and municipal water and sanitary sewer are stubbed to the site. This site has <br />been guided and zoned for development for many years prior to the current comprehensive plan <br />adopted in 2002: as far back as the 1987 comprehensive plan. <br />The following is a summary of the of the proposal's density: <br />Gross Site Area 52.6 acres <br />Upland Area 15.0 acres <br />Total Lots 31 <br />Gross Density 0.6 units /acre <br />Net Density 2.1 units /acre <br />The proposed density complies with Low Density Sewered Residential: up to 3 units /acre. <br />The project requires 3.25 acres of MUSA to include the area not currently within the MUSA: <br />Block 4, most of Block 5, and part of the road. The project also requires rezoning to planned <br />unit development. <br />Growth Management: As a conservation development, this project is not subject to the <br />annual growth limits on the number of units, as stated in Ordinance 24 -04. Most of the site's <br />developable land is already within the current MUSA, though 3.25 acres is needed. We have <br />ample MUSA reserve to accommodate this small amount. <br />Conservation Development: Ordinance 24 -04 amends the growth management policy to <br />encourage conservation development by allowing a conservation development project to exceed <br />
