A conservation easement shall be granted to the city as prescribed in the <br />Environmental Board's comments. <br />18. Signs shall be placed to visually delineate the wetland area. <br />19. The landscape plan shall be reviewed by the City's Environmental Coordinator for <br />conformance to the Environmental Board's comments prior to installation. <br />20. Additional landscaping shall be added to the north side of the project to provide a <br />visual and noise barrier between the northernmost building and the freeway. <br />Motion was supported by Mr. Nelson. <br />Motion carried 6 - 0. <br />D. PUBLIC HEARING for Rezone to Planned Unit Development and Development <br />Stage Plan/Preliminary Plat for The Preserve <br />Mr. Smyser presented the staff report. Mr. Smyser reminded the board of the advantages <br />of a conservation development. <br />Staff recommended continuing the Public Hearing to the June P &Z Meeting, in order to <br />address outstanding issues. <br />Mr. Studenski explained that this development would enhance existing wetland areas. <br />Board members had concerns with increased traffic, traffic flow, and the proposed trail. <br />Mr. Smyser explained that the developer will put in the trail as part of the project. Mr. <br />Smyser noted that an area of rare orchids on the site would be preserved as part of the <br />development. Mr. Smyser stated that this area would be visible from the trail, adding that <br />an important part of the city's trail plan is to access natural feature areas. <br />Mr. Smyser clarified that a development shown to the west of the site on a rendition from <br />the applicant did not represent a real proposal. <br />Chair Rafferty declared the Public Hearing open at 7:35 p.m. <br />A letter was submitted by Cindy McDonald, 6566 Black Duck Drive S., as part of the <br />public hearing, and was distributed to board members prior to the meeting. <br />Jean Riley, 6575 Pheasant Run, expressed concern about the proposed trails that run on <br />roads. She was concerned about increased traffic, noting that the Black Duck Drive and <br />Birch Street intersection is currently a mess. She stated concerns about safety issues with <br />pedestrians crossing the streets in this area as well as increasing traffic through the <br />DRAFT MINUTES <br />
