He <br />pointed out that areas of standing water are within the wetland area, adding that some <br />residential lots include wetland areas. In regard to the beaver dams, he stated that the <br />county ditch is managed by the Rice Creek Watershed District. <br />Mr. Smyser explained that the city requires repair of any damages to roads that may <br />occur with development. He addressed traffic concerns, stating that the intent is for <br />Pheasant Run South to connect to Old Birch Street. He added that alternative Birch <br />Street connections would help alleviate bottleneck issues and help disperse traffic. He <br />pointed out that one goal of the transportation plan is to connect Pheasant Run South to <br />62nd Street. <br />Mr. Husveth specified that the culdesac on the northeast corner of the Foxborough <br />development has a sign designating that the street is a future through- street. <br />Mr. Smyser stated that there is a trail stub in Foxborough with the intent to connect to the <br />Saddle Club site when and if the property develops. <br />Mr. Smyser summarized that the city's interconnected transportation system is planned to <br />diffuse traffic congestion. He pointed out that this plan happens in stages with each <br />development. <br />Mr. McArdle reiterated that in the past the city staff stated there was no way to add an <br />outlet onto Old Birch Street and increase traffic. He asked why staff is stating that it can <br />happen now. Mr. Smyser clarified that in the past, staff stated that a proposed road could <br />not connect to Birch Street due the location of a wetland on the property. <br />Mr. Laden encouraged city staff and the developer to attempt to design paths that are <br />separated from the road, as he was concerned with safety issues. He commended the <br />developer for pursuing his land for conservation development. <br />Mr. Rafferty wondered what could have been developed if this proposal was not a <br />conservation development. Mr. Smyser replied that a yield plan for a standard <br />development showed that the number of lots was the same, but the conservation <br />development allows the lots to be less deep with narrower streets. <br />Mr. Smyser stated that staff could reexamine the location of the trail. <br />Mr. Tralle commented that traffic concerns are existent with every development in the <br />city, and that the Planning & Zoning Board does their best to address traffic concerns. <br />He suggested that the parks could add features including bike trails with jumps so that <br />kids don't tear up what's there. <br />Mr. Laden made a MOTION to continue the Public Hearing for the Planned Unit <br />Development and Development Stage Plan/Preliminary Plat for The Preserve to the June <br />P &Z Meeting.
