STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM V.F <br />Paul Bengtson <br />October 11, 2006 <br />Amendment to the Planned Unit Development - Final Plan <br />Lakewood Apartments <br />On October 24, 2005 the City Council approved Resolution 05 -161 (attached) which approved the PUD Final <br />Plan for the Lakewood Apartments. Lakewood Apartments is a mixed use building consisting of first floor <br />commercial with apartments also on a portion of the first floor, and the floors above. <br />•Iartford Group Inc. has requested to make some changes to the Lakewood Apartments project to address some <br />issues that have come up while creating construction documents for the project. <br />They are proposing the following changes: <br />• Alter the elevations by removing the balconies and `balconettes' in favor of slider windows. <br />• Eliminate the 2 inch `reveal' trim required surrounding all windows. <br />• Add a third color to the palette <br />• A revised central element to address the condition of approval requiring such. <br />They have submitted revised elevations, revised renderings of the elevation, and some documentation on the <br />proposed removal of the 2 inch reveals for windows on the project. <br />ANALYSIS <br />Balconies: While staff is disappointed to lose the balcony elements which we had hoped would create visual <br />interest and some opportunity to further portray activity. We recognize that these opportunities are probably <br />equaled if not outweighed by the potential for negative impacts on the visual appearance of the building. The <br />balconies would allow residents of the apartment building to store or display materials on the balconies that <br />might detract from the overall aesthetic appearance being created within the Legacy at Woods Edge project <br />area. Balconies are not required by the design standards so the removal of them could be approved without any <br />need to revise the standards. <br />• <br />
