Motion carried 4 -0. <br />Mr. Laden made a MOTION to recommend approval of the Comprehensive Plan <br />Amendment for the St. Paul Water Services. Motion was supported by Mr. Rafferty. <br />Motion carried 4 - 0. <br />Mr. Tralle called for a ten - minute recess at 8:03 p.m. <br />Mr. Rafferty left the meeting at 8:03 p.m. <br />Mr. Tralle reconvened the meeting at 8:14 p.m. <br />C. CSAH 49 /County Rd J DraftMaster Plan Approval to Proceed with the Public <br />Review Process <br />Mr. Smyser presented the staff report. He announced that the draft master plan is ready <br />for review and is available on the city's web site. An open house is scheduled for <br />November 15. <br />Mr. Smyser explained some of the pertinent sections of the plan. <br />Mr. Smyser pointed out that it is necessary to look at the surrounding area and important <br />to recognize neighboring development when planning. He pointed out that the <br />transportation focus of the area is the CSAH 49 /County Rd J intersection and <br />signalization will require additional right -of -way. He said that access management is <br />vitally important and that they have worked with the county to determine where access <br />points will be located. <br />Mr. Smyser pointed out gaps in water and sewer availability. He said the city of <br />Shoreview has stated that they will not accept additional capacity to their sewer pipe. <br />Mr. Smyser explained plans for future sewer service connections. <br />Mr. Smyser commented that the realignment of Ware Road is an additional objective that <br />staff will add to the report. <br />Mr. Smyser pointed out that signalization at the CSAH 49 /County Rd J intersection will <br />need to be completed, but not necessarily before developments are approved. Staff <br />anticipates that developers will provide for partial cost of necessary infrastructure. <br />Mr. Smyser stated that a big box user, if feasible at all, is more suitable on the east side <br />versus the west side. <br />Mr. Tralle inquired about the previous submittal for assisted living /senior housing. Staff <br />stated that they have accommodated for the location of an assisted living /senior housing <br />development.
