• <br />• <br />• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />PLANNING AND ZONING BOARD <br />AGENDA ITEM 6A <br />Paul Bengtson <br />August 8, 2012 <br />Continued Public Hearing: <br />Zoning Ordinance Text Amendment <br />Section 7 Business Zoning Districts <br />Simple Majority <br />INTRODUCTION <br />As part of the 2030 Comprehensive Plan update process, staff was directed by the City Council <br />to review the Business Zoning Districts to determine if they were compatible with the <br />comprehensive plan and if they allowed development in line with the vision, goals, and policies <br />of the city. Staff had brought a previous version of the Business Districts to the Planning and <br />Zoning Board but after consulting with the City Attorney felt that additional revisions were <br />necessary. <br />SCHEDULE OF ACTIONS: <br />Planning & Zoning Board (Public Hearing) <br />City Council Work Session <br />City Council First Reading <br />City Council Second Reading <br />Action Deadline <br />July 11, 2012 <br />September 4, 2012 <br />September 10, 2012 <br />September 24, 2012 <br />Staff initiated, no deadlines <br />BACKGROUND <br />Staff is proposing two major changes to what the Board-saw previously. First, because of the <br />similarities between Neighborhood Business and Limited Business and the fact that only a <br />handful of properties in the city are zoned either designation, staff proposes to eliminate the <br />Neighborhood Business District. This would also mean rezoning all NB properties to LB. <br />Secondly, staff is proposing to deal with the existing commercial /industrial properties at the <br />Orange Street/Lake Drive intersection via interim use permits within the LB district, instead of <br />creating a new zoning district. LB is the most appropriate zoning district for an area that is in <br />such close proximity to surrounding single family dwellings, and staff proposes to allow via <br />interim use permits any use on these sites that are allowed in the GB zoning district. Extension <br />of utilities to the area will be the event that causes the end of the interim use. <br />
