N.W., ANDOVER, MINNESOTA 55304 -4005 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />"Our passion is your safe way Home.' <br />November 2, 2012 <br />Mike Grochala <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 -1182 <br />Re: Site Plan - <br />Bill's Superette <br />Dear Mike, <br />We have reviewed the site plan for Bill's Superette, to be located in the northeast quadrant of CSAH 14 <br />(Main Street) and CSAH 23 (Lake Drive) within the City of Lino Lakes, and I offer the following <br />comments: <br />Based on a review of the current right of way information, it has been determined that the existing <br />right of way along CSAH 23 adjacent to this site equals 70 feet, which should be adequate for future <br />reconstruction purposes. However, the existing right of way along CSAH 14 adjacent to this site <br />equals 60 feet, which will not be adequate, as 75 feet of right of way will be required for future <br />reconstruction purposes. Consequently, an additional 15 feet of right of way along CSAH 14 adjacent <br />to this site should be dedicated to Anoka County. If the additional right of way cannot be dedicated <br />through the City's site plan process, the setbacks to buildings, structures, etc. should take the future <br />right of way needs along CSAH 14 into consideration. Contact Curt Kobilaresik, Engineering Program <br />Manager (email: Curt.Kobilaresik @co.anoka.mn.us , phone: 763.862.4223) should you have questions <br />regarding right of way for this site plan. <br />The site plan proposes 1 new access point onto CSAH 14 and 1 new access point onto CSAH 23. It <br />should be noted that while neither access point meets current access spacing guidelines, denying <br />access to the county highway system for this parcel is not an option as there are no local roadways <br />available for the site to gain access from. Given the close proximity of the access points to the CSAH <br />14 /CSAH 23 intersection, they do have the potential to be problematic from a safety perspective. <br />Consequently, construction of a NB CSAH 23 right turn lane and a WB CSAH 14 right turn lane at the <br />new access points for this site will be required to be completed by the developer /City in conjunction <br />with this development. At some point in the future, both CSAH 23 and CSAH 14 will be <br />reconstructed to include raised median channelization, so both access points will become right in/right <br />out (RI/RO) access points when medians are constructed. The right of access along the remaining <br />portions of CSAH 14 and CSAH 23 should be dedicated to Anoka County. <br />It appears that there are sight distance deficiencies for the Intersection Sight Distance Requirements on <br />CSAH 14 and CSAH 23 at the proposed accesses, with the obstruction being bushes. It is anticipated <br />that the bushes will be removed as a part of the site development. Please note no signs or plantings <br />will be permitted within the county right of way. In addition, care should be exercised when locating <br />buildings, structures, plantings, berms, etc. outside of the county right of way, so as not to create any <br />new sight distance obstructions at the access points. <br />Affirmative Action / Equal Opportunity Employer <br />
