• <br />Base and Top Treatments <br />Building facades must have three recognizable elements: a base, middle, and top. A two <br />foot high brick base wraps around the perimeter of the building and EIFS makes up the <br />middle element. <br />Building materials include brick, EIFS and asphalt shingles. The clerestory provides <br />natural lighting and a break in the roof line. <br />Overall, the addition strikes a balance between the intent of the Development Guide and <br />matching the existing the building. Staff is recommending the entry way onto Town <br />Center Parkway include double doors, increased landscaping along the sidewalk and <br />benches. The elevation plans show a double door entry; however, the floor plan shows a <br />single door entry. Shakes shall be included in the gables along the northwest elevation <br />similar to those shown on the southeast elevation. <br />The Site Plan Review Worksheet, Attachment D, provides additional site plan review and <br />comments. <br />VARIANCE <br />This parcel is located within the 50% build -to line which requires at least 50% of the <br />• block length must contain building fronts, parks or plazas within 5 feet of the right of <br />way. The proposed addition does not fall within 5 feet of the right of way and a variance <br />shall be required. <br />• <br />Criteria and Findings of Fact. No variance shall be granted unless it meets all the criteria <br />in paragraphs a. through f. or unless paragraph g. applies. The City shall make findings <br />regarding compliance with these criteria. <br />a. The variance shall be in harmony with the general purposes and intent of the <br />ordinance. <br />The general purpose and intent of the Lino Lakes Town Center Design & Development <br />Guide is to provide for the orderly and integrated development of a high - quality Town <br />Center which includes a mix of shops, offices, housing and open space. The build -to line <br />requires building fronts close to the edge of the street to enhance continuity, <br />attractiveness and intimacy of pedestrian spaces. The addition is 19 feet from the <br />property line which matches the setback of the existing building. Additional landscaping <br />and foundation plantings will add to the attractiveness of the pedestrian spaces. <br />b. The variance shall be consistent with the comprehensive plan. <br />The variance is consistent with the comprehensive plan. The land is guided for mixed <br />use /commercial development and an assisted - living facility is allowed. <br />
