2. All comments from City staff, Planning & Zoning Board, City Council and other <br />agencies shall be addressed. <br />3. Documentation that the applicant has submitted to the Rice Creek Watershed <br />District a complete application as defined by those agencies. <br />4. Revisions to Preliminary Plat: <br />a. Lot 2, Block 1 shall be renamed Outlot A. <br />b. Provide drainage and utility easement over public utilities located in <br />private drive of sufficient width as determined by the City Engineer. <br />c. Provide drainage and utility easement over storm water ponds. <br />5. Preliminary Plat approval is contingent upon Joint Powers Agreement being <br />established with City of Centerville regarding right of way and utilities. <br />6. 21st Avenue N shall be extended the full length of the property from CSAH 14 to <br />the northern boundary. <br />7. A Petition and Waiver Agreement regarding public improvement construction and <br />assessments shall be drafted by the City and signed by the owner or a <br />Development Contract regarding public road and utility improvements shall be <br />drafted by the City and signed by the owner. <br />8. Final plat approval requirements: <br />a. A Development Contract shall be drafted by the City and signed by the <br />owner. <br />b. A Declaration of Access Control for future right in/right out access shall <br />be drafted by the City and signed by the owner. <br />c. A Declaration for Maintenance of Stormwater Facilities shall be drafted <br />by the City and signed by the owner and Rice Creek Watershed District. <br />d.
