• <br />• <br />• <br />Transportation Plan <br />Per the Transportation Plan, the 21st Avenue N extension is classified as a minor <br />collector. This route will serve as the main north -south route running parallel between <br />I -35E and CSAH 54 and is critical to the development of this corridor. Future <br />construction of 21st Avenue N shall extend north and connect to CAH 54 just south of <br />80th Street E. <br />21St Avenue N shall be extended the full length of the property. A private drive will <br />provide access to the proposed Metro Transit Park and Ride facility. Future development <br />of Lot 2, Block 1 (to be renamed Outlot A) will require a full access intersection at this <br />private drive. A right in/right out may be allowed south of this intersection upon <br />development. <br />Transportation includes all multi -modal systems which accommodate pedestrians, <br />bicycles, roadways and transit. The Park, Greenway & Trail System Plan identifies the <br />need for a proposed north -south City trail which will be installed with the extension of <br />21St Avenue N. <br />Planning Districts <br />The project area is located in Planning District 3 and the Clearwater Creek Resource <br />Management Units (RMU). A greenway system is identified on the east side of the <br />subject property. This system was the original drainage way along the freeway and was <br />removed as part of the I -35E interchange reconstruction. <br />ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) <br />The subject site is within the I -35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. Overall, the proposed subdivision complies with the AUAR mitigation <br />plan in regards to natural resources, erosion control, surface water runoff, wastewater, <br />cultural resources and farmlands. A major component of the AUAR is traffic and <br />supporting transportation corridors. The reconstruction of the I -35E interchange has <br />provided additional roadway capacity along the CSAH 14 corridor. The project also <br />included transit accommodations along the southbound ramp to facilitate bus service to <br />this area. No additional traffic study is necessary at the time; however, future <br />development may require further analysis. The extension of 21st Avenue N is identified as <br />an important roadway improvement. <br />RECOMMENDATION <br />Staff recommends the approval of the preliminary plat of "Alino Addition" subject to the <br />following conditions: <br />1. All comments from City Engineer Letter (to be provided) shall be addressed. <br />
