Preliminary Plat for Alino Addition prepared by SRF Consulting Group dated April 9, 2013. <br />2. Construction Plans for Metro Transit prepared by EVS received on April 17, 2013. <br />Preliminary Plat Comments: <br />1. It should be noted that the design for 21st Avenue has not yet been initiated. The design of <br />21St Avenue will likely necessitate easements for storm water ponding, pedestrian trails, and <br />other design features on Lot 2 Block 1. The property owner will need to agree to provide <br />these easements once they are identified. <br />2. The proposed right of way dedication for the extension of 21st Avenue must be increased to <br />60 feet in width from the intersection with CSAH 14 north through the proposed full access <br />intersection. This is necessary to accommodate the 21st Avenue improvements. North of the <br />full access intersection the right of way can be reduced to 40 feet. <br />3. It should be noted that there will only be allowed one full access intersection with 21st <br />Avenue for the entire site. Therefore, the proposed full access will need to serve not only the <br />Metro Transit facility but the remainder of the site. A second right - in/right -out access maybe <br />allowed to the south in the future when the balance of the site develops. <br />4. The location of the proposed full access intersection with 21st Avenue does conform with the <br />City's access spacing guidelines. However, the proposed location will result in wetland <br />impacts when the private roadway is extended east in the future to serve the balance of the <br />property. The property owner will need to obtain the necessary approvals from all <br />governmental agencies with jurisdiction over that wetland prior to any impacts. <br />5. The drainage and utility easements shown on Lot 1, Block 1 will need to include the <br />proposed storm water pond. <br />6. The applicant will need to provide evidence of approval from the Technical Evaluation Panel <br />for the wetland delineation that was completed per the report dated April 2012 prepared by <br />SRF.
