The easement needs to be 40 feet in width, centered on the proposed sanitary sewer. 8. The drainage and utility easements around the perimeter of Lot 1 Block 1 exceed the City's requirements. The easement along 21st Avenue can be reduced to 10 feet and the easement along the north property line can be reduced to 5 feet. 9. The plat needs to be revised to included Lot 1 Block 1 for the Metro Transit site and the remainder of the property should be shown as an outlot, not Lot 2 Block 1. Construction Plan Comments: It should be noted that due to the lack of construction plans for 21st Avenue, a significant portion of the submitted construction plans for Metro Transit cannot be reviewed. However, some general comments are provided below. 1. The City details need to be modified so that they are legible. 2. The sanitary sewer, watermain, and storm sewer cannot be reviewed until the 21st Avenue design has been completed. 3. The proposed watermain must be 8" DIP Class 52. 4. Fire hydrant must be a Waterous WB -67. 5. The proposed sanitary sewer must be 8" PVC SDR 35. 6. The proposed sanitary sewer service must be 4" PVC Schedule 40. 7. Sanitary sewer services must utilize a wye connection and not connect directly to the manhole as currently shown. 8. There needs to be a minimum of 18" separation between sewer and watermain crossings. The detail in the plans only shows 10 ". 9. Drainage calculations will need to be provided. 10. The storm sewer manhole detail provide must be replaced with the City standard detail. 11. Permits will be needed from RCWD, MDH, MPCA- sanitary sewer, MPCA — NPDES. 12. The plans need to show the proposed bituminous trail along the east side of 21st Avenue. 13. The grading plan needs to include labels for the existing contours. The proposed contours also just end in several locations without tying into any existing contours so that will need to be addressed. 14. The parking lot is proposed to be very flat and we have concerns with the grades and lack of storm sewer, including a low point where no storm sewer is proposed. This is a not complete list of all of the items that will need to be addressed on the construction plans and additional comments will be likely once complete plans are submitted for review.
