Ms. Katie Larsen <br />May 1, 2013 <br />Page 2 <br />7. The drainage and utility easement shown for the lateral sanitary sewer and watermain <br />connections with 21st Avenue is inadequate. The easement needs to be 40 feet in width, <br />centered on the proposed sanitary sewer. <br />8. The drainage and utility easements around the perimeter of Lot 1 Block 1 exceed the City's <br />requirements. The easement along 21st Avenue can be reduced to 10 feet and the easement <br />along the north property line can be reduced to 5 feet. <br />9. The plat needs to be revised to included Lot 1 Block 1 for the Metro Transit site and the <br />remainder of the property should be shown as an outlot, not Lot 2 Block 1. <br />Construction Plan Comments: <br />It should be noted that due to the lack of construction plans for 21st Avenue, a significant portion <br />of the submitted construction plans for Metro Transit cannot be reviewed. However, some <br />general comments are provided below. <br />1. The City details need to be modified so that they are legible. <br />2. The sanitary sewer, watermain, and storm sewer cannot be reviewed until the 21st Avenue <br />design has been completed. <br />3. The proposed watermain must be 8" DIP Class 52. <br />4. Fire hydrant must be a Waterous WB -67. <br />5. The proposed sanitary sewer must be 8" PVC SDR 35. <br />6. The proposed sanitary sewer service must be 4" PVC Schedule 40. <br />7. Sanitary sewer services must utilize a wye connection and not connect directly to the <br />manhole as currently shown. <br />8. There needs to be a minimum of 18" separation between sewer and watermain crossings. <br />The detail in the plans only shows 10 ". <br />9. Drainage calculations will need to be provided. <br />10. The storm sewer manhole detail provide must be replaced with the City standard detail. <br />11. Permits will be needed from RCWD, MDH, MPCA- sanitary sewer, MPCA — NPDES. <br />12. The plans need to show the proposed bituminous trail along the east side of 21st Avenue. <br />13. The grading plan needs to include labels for the existing contours. The proposed contours <br />also just end in several locations without tying into any existing contours so that will need to <br />be addressed. <br />14. The parking lot is proposed to be very flat and we have concerns with the grades and lack of <br />storm sewer, including a low point where no storm sewer is proposed. <br />This is a not complete list of all of the items that will need to be addressed on the construction <br />plans and additional comments will be likely once complete plans are submitted for review. <br />If you have any questions please let me know. <br />Thank you. <br />Jason Wedel <br />C: \Uscrs\dawn. bugge\Desktop \WSB Metro Transit ResieW.doc <br />• <br />
