• <br />• <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Michael Grochala <br />P & Z MEETING DATE: September 11, 2013 <br />REQUEST: Discussion Item — Legacy at Woods Edge Master Plan <br />Concept Revisions <br />APPLICANT: City of Lino Lakes <br />REVIEW SCHEDULE: Not Applicable — City Initiated <br />BACKGROUND <br />The City is in the process of acquiring the remaining 20 acres of undeveloped land in the <br />Legacy at Woods Edge project. Special Legislation was approved this year allowing for <br />the conveyance of the property from the State of Minnesota to the City. City staff is <br />working with Anoka County to complete the transfer. <br />While marketing efforts have been ongoing, ownership of the property will allow the City <br />to take on a more active role in its development. Over the past two years the City has <br />received inquiries regarding possible development on the site in various forms not <br />originally anticipated. Lino Lakes Assisted Living, currently beginning construction on a <br />36 unit expansion, is a recent example. Other proposals have included conversion of first <br />floor commercial space to residential uses and construction of small lot single family <br />homes. <br />However, as previously suggested by the Planning and Zoning Board, it is in the best <br />interests of the City to decide on a plan for the property rather than make decisions on a <br />parcel by parcel basis. While the original master plan still holds value, there is a need to <br />consider adjustments to 1) offer flexibility within a defined framework to accommodate <br />changing market conditions, 2) evaluate impacts of land use decisions on adjacent <br />property, and 3) evaluate the financial impacts of land use decisions. <br />As part of this process the City has retained the services of Landform Professional <br />Services to assist with the master plan evaluation. <br />ANALYSIS <br />Development Principles and Objectives <br />Page 1 <br />Legacy at Woods Edge Concepts P & Z Report 09/11/13 <br />
