When the Legacy project was first envisioned and approved it was based on a set of core <br />principles and objectives: <br />• Develop land uses linked to local and regional transportation systems. <br />• Connect housing and centers of employment, education, retail and recreational <br />uses. <br />• Provide a range of housing choices. <br />• Protect and enhance natural resources. <br />While it may not be readily observant, to a large degree these principles have remained <br />intact and the many objectives accomplished on the site. This includes redevelopment of <br />an underutilized 29 acre industrial and exterior storage site and construction of needed <br />transportation improvements including the 35W interchange. Construction of the YMCA <br />and expansion of the trail system through the regional park have been completed. 60 <br />units of multi - family housing, along with the assisted living facility, have provided new <br />housing options in town. Additionally, the site development allowed for preservation of <br />10 acres of wetland and 2.5 acres of wooded upland buffering the regional park. New <br />events, such as the farmers market, are now beginning to take hold on the community <br />green which is a first step to creating a community gathering place. <br />From this standpoint revisiting the master plan does not call for an extreme makeover. <br />Instead, the exercise can be described as an evaluation of options to provide flexibility as <br />we reposition the project in a changing market. <br />As a first step in the process we have drafted a base master plan with landuse alternatives <br />on a block by block approach. This approach was used to simply recognize the different <br />landuse areas within the development that can function independently and would likely <br />be sold/developed separately. We have identified these as the Neighborhood Block, <br />Town Square Block and Urban Block. <br />Neighborhood Block <br />The neighborhood block was originally guided for 190 attached residential units <br />(townhomes). <br />The concept master plan introduces a multi - family building on the west side of the block <br />and transitions to attached units on the balance of the property. This option tends to <br />maximize form, density and value. <br />Option A includes a broader mix of housing types. The multi - family is maintained on the <br />west side of the block and transitions to a detached single family project on smaller lot <br />sizes. <br />Option B replaces the multi - family component with attached units. <br />Page 2 <br />Legacy at Woods Edge Concepts P & Z Report 09/11/13 <br />• <br />• <br />
