• Vacation of dedicated parkland (City Council action) <br />The proposed Development Stage Plan/Preliminary Plat amendment (PUD amendment) occurs <br />within Outlot A of Century Farm North 5th Addition. This will be the second PUD Amendment <br />to Century Farm North. <br />The applicant is requesting an amendment to the Development Stage Plan/Preliminary Plat of <br />Century Farm North to include a 0.991 acre parcel located 7880 Sunset Avenue owned by Jeff <br />Morell. This parcel is currently zoned R -Rural and requires rezoning to Planned Unit <br />Development in conjunction with Century Farm North. <br />The project also includes the realignment of Robinson Drive. The current PUD/Preliminary Plat <br />as it relates to Century Farm 5th Addition has 10 detached single family lots and 16 single family <br />lots. The proposed rezoning, PUD amendment and road realignment will create an additional 12 <br />single family lots and convert the 10 detached single family lots to single family lots. <br />A portion of dedicated parkland will need to be vacated to accommodate 3 proposed new lots. <br />The Park Board previously discussed the proposal and was supportive of the request. A formal <br />vacation process including a public hearing will need to be held to formally vacate the park <br />parcel. The hearing, held before the City Council, would likely be scheduled to coincide with <br />Final Plat approval. <br />ANALYSIS <br />The applicant submitted an updated plan set on August 12, 2013. Based on staff review a <br />number of items will need to be addressed before a recommendation of approval can be made. It <br />is unclear from the information submitted whether the proposal is in conformance with city code <br />requirements. The following comments should be addressed prior to board consideration of the <br />request: <br />1. All comments from City Engineer letter dated September 3, 2013 shall be addressed. <br />2. A Wetland Delineation Report certified by a wetland specialist shall be submitted. The <br />existing wetland should be accurately depicted on the applicable plan sheets. <br />3. The electronic submittals do not appear to match the hard copy submittals. All plan <br />submittals should be consistent. <br />4. Revisions to Sheet 1 <br />a. Areas and density calculations are not correct and shall be revised to include the <br />entire Century Farm North preliminary plat. <br />b. Values shall be calculated to the nearest hundredth not thousandth. <br />5. Revisions to Sheet la <br />a. Park Vacation Parcel states 0.581 acres but Area on lower left hand corner states <br />0.551. Please revise. <br />b. Values shall be calculated to the nearest hundredth not thousandth. <br />6. Revisions to Sheet 2 (Certificate of Survey) <br />a. The lower left hand corner states 0.551 acres.
