Preliminary review of the tree preservation plan indicates a total of 227 trees being <br />removed within the preservation area which will require planting 125 new trees for <br />mitigation. For perspective, the entire site has nearly 2,000 trees. <br />The Environmental Board will review and approve the final landscape and tree <br />preservation plan. <br />Comprehensive Plan <br />Resource Management System <br />The Resource Management Plan identifies a greenway system and trail connection within <br />the development. The greenway is comprised primarily of the Wetland Management <br />Corridor (WMC) established by the Rice Creek Watershed District (RCWD) Wetland <br />Management Corridor (WMC). These areas consist of the high value wetlands that <br />support high diversity plant and animal communities and are considered Environmentally <br />Sensitive Areas (ESA's) in the comprehensive plan. The Saddle Club property represents <br />the final link of a multifunctional greenway corridor stretching from Deer Lane (west of <br />Foxborough) to Birch Park (east of Preserve at Lino Lakes). The PUD process allows for <br />flexibility in site design which aids in the City's attempt to maximize the conservation of <br />land and open space. A Rare Plant Species Survey Report was prepared by EOR, Inc. <br />(August 8, 2013) in which no state or federally listed rare plant species were observed <br />during the survey. <br />An east -west trail connection is proposed within the greenway system along the southern <br />portion of property between the Foxborough and Preserve developments. <br />Land Use Plan <br />As identified above, the land use is guided for low density residential development and is <br />within the 1A Utility Staging Area. <br />Housing Plan <br />Key goals of the Housing Plan are to ensure housing development is compatible with <br />existing and adjacent land uses and provide accessibility to key community features and <br />natural amenities. The greenway and wetlands are being protected via conservation <br />easements and trails are being constructed. <br />Transportation Plan <br />The local roads within the development will have 50 foot right of way widths and the 28 <br />foot wide paved road surface consistent with neighboring developments. Pheasant Run <br />South will extend from the east and connect with Old Birch Street as a local road. Old <br />Birch Street (east -west section) will be improved by mill and overlay by the developer. <br />Fox Road will extend north -south and terminate at the southwest property line to provide <br />8 <br />• <br />• <br />
