• <br />• <br />future connection to the existing Fox Road in the Foxborough as was required and <br />designed with that development. Per the subdivision ordinance, streets shall connect with <br />streets already dedicated in adjoining or adjacent subdivisions or provide for future <br />connections. This connection was analyzed and supported by the City's consulting <br />engineer firm, WSB & Associates. The future connection is required on property owned <br />by a separate entity and may not occur with this development. <br />A key goal of the Transportation Plan is to promote alternative transportation such as <br />bicycling, walking, transit and rail. An east -west park trail connection is proposed within <br />the greenway system along the southern portion of property between the Foxborough and <br />Preserve developments. Sidewalk will be installed along the north side of Pheasant Run <br />South. <br />A Traffic Impact Study was prepared by Spack Consultants (October 8, 2013) on behalf <br />of the developer to analyze traffic impacts to and from Old Birch Street and Birch Street. <br />Traffic may also utilize Pheasant Run S to the east and eventually Fox Road to the south. <br />Per the study, the west and east intersections of Birch Street and Old Birch Street will <br />operate acceptably at a Level of Service A in regards to traffic volumes and capacities <br />and no modifications to the existing public transportation system will be needed to <br />accommodate the proposed development. <br />In 2011, Anoka County and the City partnered on the CSAH 34 (Birch Street) Corridor <br />Study. The study identifies the s -curve along Birch Street as a high crash location due <br />to deer and snow conditions. Recommended corridor improvements include: <br />• Frontage and backage roads should be constructed as development occurs to <br />support local traffic and manage access onto CSAH 34. <br />• A review of the horizontal curve advisory speed, curve ahead warning signs, <br />curve delineation and the presence of fixed objects on the roadside. <br />• Consider installation of deer detection warning system <br />• Provide an urban section through the curve with curb and gutter <br />A memo from City Engineer, WSB & Associates, dated September 6, 2013 further <br />supports the need to connect Fox Road to the south to distribute traffic to other primary <br />routes and provide alternate access points. The City Engineer also suggests further <br />evaluation of sight lines and left turn lanes on Birch Street. <br />Planning Districts <br />The development is in Planning District 1 and the Reshanau Resource Management Unit <br />(RMU). Wetland Preservation Corridor and Greenway System have been identified as <br />resource management recommendations. <br />Wetlands <br />There are 19 delineated wetlands on the site. Since the majority of the wetlands on the <br />site fall within the Wetland Management Corridor (WMC) part of the Watershed District <br />
