The following documents were provided for review: • Preliminary grading and utility plans dated 10/14/13 by Plowe Engineering • NRCS soil maps dated 10/10/13 • Stormwater Management Report dated 10/14/13 by Plowe Engineering • Survey dated 10/14/13 by E.G. Rud & Sons • Soil boring logs dated 3/13/13 by NTI A review of these documents was completed to verify the extent that they are able to meet the City's ordinance for stormwater management and standard engineering practices for stormwater management. As you are aware, the City's Ordinance is currently being updated to reflect the new rules of Rice Creek Watershed District (RCWD). Revisions to the RCWD Rules offer the developer more flexibility than the old rules and, therefore, the proposed stormwater treatment facilities will be reviewed to the new Rules of RCWD. Based on our review, we offer the following comments that should be addressed by the applicant: PROCEDURAL 1. Operation and Maintenance Agreement for stormwater management facilities will be required. 2. The applicant must receive permits from other agencies prior to construction. Permits needed include the MPCA's NPDES Construction Stormwater Permit and RCWD's Stormwater Management and Erosion Control Permits.
