b. Joint Powers Agreement with the City of Centerville for construction and <br />maintenance of 21st Avenue N and public utilities shall be required. <br />c. 21St Avenue N shall be extended the full length of the property from <br />CSAH 14 to the northern boundary. <br />d. A Petition and Waiver Agreement regarding public improvement <br />construction and assessments shall be drafted by the City and signed by <br />the owner or a Development Contract regarding public road and utility <br />improvements shall be drafted by the City and signed by the owner. <br />e. Owner shall dedicate to the City at no cost the necessary right of way and <br />drainage and utility easements needed to complete the proposed public <br />street, utility and storm water improvements not shown on the preliminary <br />plat. <br />f. A Declaration of Access Control for future right in/right out access shall <br />be drafted by the City and signed by the owner. <br />g. A Reciprocal Access Easement and Maintenance Agreement shall be <br />drafted by the owner and approved by the City. <br />In addition to the preliminary plat, the City Council approved the following resolutions: <br />1. Resolution 13 -90, Accepting Petition and Waiver Agreement from Alino LLC, <br />21st Avenue Improvement Project <br />2. Resolution 13 -91, Approving Joint Powers Agreement with the City of <br />Centerville, 21st Avenue Improvement Project <br />3. Resolution 13 -97, Authorizing Preparation of Plans and Specifications, 21st <br />Avenue Improvement Project <br />The following review is based on the submittal, Alino Addition Preliminary and Final <br />Plat prepared by SRF Consulting Group, Inc. dated October 9, 2013 and received October <br />11, 2013. <br />ANALYSIS <br />The final plat is generally consistent with the approved preliminary plat and meets the <br />performance standards of the Subdivision and Zoning Ordinance. Conditions of the <br />preliminary plat as listed in Resolution 13 -76 have also been met. 21st Avenue N will be <br />extended the full length of the property from CSAH 14 to the northern boundary. The <br />applicant petitioned the City for public improvements and the City Engineer is preparing <br />plans and specs for the street and utility design. Since the final plat is being approved <br />and recorded prior to completion of the design of the street and utilities, addition drainage <br />and utility easements not shown on the final plat may be required. <br />Full access for Lot 1, Block 1 and Outlot A will be created at approximately 600 feet <br />north of Main Street. A Declaration of Access Control will be required for future <br />development of Outlot A with right in/right out access at approximately 300 feet. <br />A Letter of Map Revision was issued by FEMA on September 5, 2000 which designated <br />two small flood hazard areas within the plat from Zone A to Zone X. <br />2 <br />• <br />• <br />• <br />
