This <br />section of CSAH 14 was recently reconstructed, and consequently, the existing right of way adjacent <br />to CSAH 14 should be adequate for future purposes (existing right of way = 75ft north of CSAH 14 <br />centerline). It is our understanding that all access for this site is to be made via 21st Avenue N. with no <br />new access points onto CSAH 14, which is consistent with county policy and is acceptable to this <br />department. The right of access along CSAH 14 should consequently be dedicated to Anoka County <br />through the platting process for this site. If there are any existing field entrances to CSAH 14 within <br />the boundaries of this plat, they are to be removed and the boulevard area restored to match the <br />existing adjacent depth, slope, and grade. It appears that there may be deficiencies for the Case I <br />Intersection Sight Distance Requirements at the CSAH 14 /21st Avenue N. intersection due to a berm <br />located in the sight triangle. The City/Developer should ensure that all applicable sight distance <br />requirements are met to the fullest extent possible for any development on this site. For future <br />reference, please note no signs or plantings will be permitted within the county right of way, and care <br />must be exercised when locating buildings, structures, plantings, berms, etc. outside of the county <br />right of way, so as not to create additional sight distance obstructions within this section of CSAH 14. <br />When a site plan is prepared for this development, the ACHD Engineering Plan Review process can <br />take place. Calculations must be provided at that time, along with a grading and erosion control plan <br />that delineates the drainage areas for this site. The post - development rate /volume of runoff must not <br />exceed the pre- developed rate /volume of runoff for the 10 -year, critical design storm. An ACRD <br />Engineering Plan Review fee estimated at $150.00 will apply for this development.
