• <br />• <br />In August 2013, the Planning & Zoning Board reviewed a Concept Plan for this <br />development. The concept plan contained 5 parcels totaling approximately 75 gross <br />acres and consisted of a residential density mix of single family lots, townhomes and an <br />age restricted multi - family residence. <br />The Land Use Application is for the following: <br />• Rezone property from R, Rural to PUD- Planned Unit Development. <br />• PUD Development Stage Plan/Preliminary Plat for NorthPointe. <br />The following staff report is based on the Plan Set prepared by Carlson McCain dated <br />November 8, 2013 and received by the City on November 12, 2013. <br />ANALYSIS <br />Rezoning <br />The property is currently zoned R, Rural and requires rezoning to PUD - Planned Unit <br />Development. The PUD provides the following flexibility from the strict standards of <br />the R -2 Two Family Residential District: <br />• Lot size variations from 5,502 s.f. to 21,923 s.f. (Minimum lot size for R -2, Two <br />Family Residential District is 7,500 s.f.). <br />• Reduced right of way for some streets from 60 feet to 50 feet. <br />• Reduced street width for some streets from 32 feet to 28 feet. <br />• Reduced corner lot "side" setback from 25 feet to 20 feet for lots that abut back to <br />back but not abutting an interior lot. <br />• Five (5) foot side yard setbacks for 50 foot wide lots. <br />• Allowance for variation in garage building design standards of the R -2 District. <br />See Building Design Standards below. <br />• Mixed residential density development of single family and multi - family <br />These PUD flexibilities are provided to allow for a variety of detached single family <br />housing products that are in current market demand vs. standard townhome medium <br />density development. The PUD flexibility also compliments walkable neighborhoods, <br />protects the greenway corridor and reduces the development footprint and impervious <br />surface area. <br />The rezoning is consistent with the Comprehensive Plan and meets the purpose and intent <br />of the PUD by encouraging: <br />• Innovations in development that address growing demands for all styles of <br />economic expansion, greater variety in type, design, architectural standards, and <br />siting of structures through the conservation and more efficient use of land in such <br />developments. <br />
