• <br />• <br />Subdivision Ordinance <br />Conformity with the Comprehensive Plan and Zoning Code <br />The rezoning and PUD Development Stage Plan/Preliminary Plat have been reviewed for <br />compliance with the comprehensive plan, zoning and subdivision ordinance. The <br />proposed rezoning and PUD is not considered premature and meets the performance <br />standards of the subdivision and zoning ordinance. <br />Blocks and Lots <br />The preliminary plat creates 13 blocks with 222 lots and 7 outlots. The outlots are <br />protected wetland /conservation areas, stormwater management ponds, and future <br />residential development. Outlots A, B, D and G will be deeded to the City. The lots vary <br />in width, depth and lot size as allowed per the PUD flexibility. <br />Streets and Alleys <br />CSAH 54 (20th Avenue S) is an "A" Minor Arterial- Reliever and Cedar Street W is a <br />local road. The Comprehensive Plan identifies the need for a minor collector road <br />extending north -south through the development. Street A is consistent with the access <br />spacing proposed in the I35E Alternative Urban Areawide Review (AUAR) and Anoka <br />County Highway Department Access Spacing Guidelines. <br />The local roads within the development will have 50 and 60 foot right of way widths and <br />28 and 32 foot wide paved road surface. Temporary cul de sacs shall be required at the <br />end of future street connections. <br />Easements <br />Drainage and utility easements at least 10 feet wide are provided along all lot lines. <br />Drainage and utility easements shall also be dedicated over stormwater drainage ponds <br />and wetlands. A conservation easement is proposed over Outlot G. A private power line <br />easement extends across the northwest corner of the site. Please note that accessory <br />structures are not allowed in easements areas. <br />Storm Water Management and Erosion and Sediment Control <br />According to the Stormwater Management Plan as prepared by Carlson McCain, the site <br />has three cachment basins and stormwater currently drains south and east to an existing <br />ditch that outlets under I35E, to the west to 20th Avenue South ditch or to the north to <br />Cedar Street ditch. To manage stormwater from the site, five (5) stormwater ponds and <br />two (2) biofiltration basins /ponds will be constructed. The basins will generally outlet to <br />the wetland and ditch complexes in the south and north portions of the site. To address <br />volume reduction, the site will utilize biofiltration as well as a water reuse system for the <br />irrigation needs of a portion of the site (parkland).
