shall be reviewed by the City Engineer, Environmental Coordinator and Rice Creek <br />Watershed District for compliance. <br />Utilities <br />Public water, sanitary and storm sewer utilities will be installed with the development. <br />The site is located in Sanitary Sewer District 3 (Sub- district 3C) and is served by a MCES <br />Interceptor 76 -51, a 24 -inch gravity sewer in Cedar Street The gravity sewer main is <br />located approximately 400 feet to the east of the north boundary of the development and <br />is adequate in size for development of the site. The trunk sanitary sewer main will extend <br />from the existing MCES interceptor south on Street C into the development. <br />The site is served by a 16 inch trunk watermain located along CSAH 54 (20th Avenue) <br />and Cedar Street. An 8 inch trunk watermain will extend from Cedar Street south along <br />Street C into the development and loop along Street A to the existing watermain on 20t <br />Avenue South. <br />Public Land Dedication <br />The City will require combined land dedication and cash in lieu of land. The proposal <br />dedicates 5.04 acres of parkland. A trail is also proposed which extends from the <br />southeast through the wetland and park to the north to Cedar Street West. The <br />construction costs of the trail will be credited from the total payment in lieu. The park <br />will be deeded to the City. <br />The Park Board will review the proposed plans in January 2014 and will provide further <br />analysis of the public land dedication and trail system. <br />Tree Preservation <br />The goal of tree preservation is to minimize unnecessary loss of habitat, biodiversity and <br />forest resource and to replace removed trees in areas where tree cover is most critical. <br />The applicant has submitted a Tree Preservation Plan which identifies significant trees <br />that will be saved and removed. The Plan shall be revised to comply with Section 3, <br />Required Screening, Landscaping and Buffer Yards of the zoning ordinance. <br />The Environmental Board will review the proposed plans in January 2014 and provide <br />comment the tree preservation plan. <br />Landscaping <br />Boulevard trees are required at the rate of one (1) tree per lot frontage for single family <br />and two family lots. Open areas shall be landscaped in accordance with City standards. . <br />Landscape screening and buffers shall be installed along 20th Avenue and I -35E in <br />accordance with City standards. Noise mitigation techniques along I -35E near the multi- <br />family complex shall be required at the time of development. <br />8 <br />
