• <br />A key goal of the Transportation Plan is to promote alternative transportation such as <br />bicycling, walking, transit and rail. The Comprehensive Plan proposes a designated bike <br />route and trail along 20th Avenue South as well as a trail connecting the greenway. <br />Right of way is being dedicated along 20th Avenue South (CSAH 54) to accommodate <br />future bike routes and trails. An eight (8) foot wide bituminous trail is proposed <br />throughout the development which extends from the southeast around the wetland and <br />park, along Street C and I then north around the wetland to Cedar Street West. A five (5) <br />foot wide concrete sidewalk will be installed along Streets A, B, and C. <br />A Traffic Impact Study was prepared by Westwood Professional Services (November <br />2013) on behalf of the developer to analyze traffic impacts to and from 20th Avenue <br />South (CSAH 54) and Cedar Street West. Conclusions from the study include 186 total <br />AM Peak hour trips and 242 total PM Peak hour trips and all development intersections <br />will operate at a Level of Service A (LOS A) in the 2019 No -build and 2019 Build <br />conditions. Recommendations include turn lanes and modified traffic control at Street A <br />and 20th Avenue South. <br />In 2011, Anoka County and the City partnered on the CSAH 34 (Birch Street) Corridor <br />Study. The study noted a traffic control signal at the intersection of CSAH 34 (Birch <br />Street) and CSAH 54 (20th Avenue) may be warranted in the future. <br />Anoka County Highway Department is in receipt of the plans and will provide additional <br />comments on the development. <br />Planning Districts <br />The development is located in Planning District 3 and is guided for medium density <br />residential development. This area was included in the I -35E AUAR Study. <br />Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I -35E Corridor AUAR and is subject to the AUAR mitigation <br />plan. The proposed development is consistent with development Scenario 1 for medium <br />density residential. <br />Wetlands <br />A Wetland Delineation Report was completed by Kjolhaug Environmental Services <br />Company, Inc. in December 3, 2013. Eight (8) wetlands were delineated within the site. <br />The Grading Plan indicates 11,364 square feet of wetland fill and 81,292 square feet of <br />wetland mitigation proposed on the site. These numbers must be verified by Rice Creek <br />Watershed District (RCWD) which is responsible for permitting under the Wetland <br />Conservation Act (WCA). Wetland fill and mitigation requirements will be subject to <br />review and approval of the RCWD and the Environmental Board. <br />
