• <br />• <br />The Plans shall be revised to comply with Section 3, Required Screening, Landscaping <br />and Buffer Yards of the zoning ordinance. <br />The Environmental Board will review the proposed plans in January 2014 and provide <br />comment the landscaping plan. <br />Comprehensive Plan <br />Resource Management System <br />The Resource Management System Plan identifies the following needs in the area: <br />• Future neighborhood park <br />• Designated bike route along CSAH 54 (20th Avenue) <br />• Trails <br />• Greenway system <br />The development addresses the elements of a neighborhood park, trails and greenway <br />system. A preliminary survey finds no threatened or endangered species on the property <br />or in the immediate vicinity. The greenway system extends along the southeast quadrant <br />of the site which coincides with the existing floodplain, drainage ditch and wetland areas <br />and will be protected with dedicated easements. <br />Land Use Plan <br />As identified above, the land use is guided for medium density residential development <br />and is within the 1A and 1B Utility Staging Areas. <br />The proposed project will also require a City Council resolution to amend the five (5 ) <br />year Utility Staging Area boundaries since the site spans two different areas (1A and 1B . <br />Housing Plan ) <br />Key goals of the Housing Plan are to ensure housing development is compatible with <br />existing and adjacent land uses, improve availability of affordable and life -cycle housin <br />and enhance opportunities for senior housing. Future land use for adjacent parcels is g <br />guided for residential development. The mix of housing densities provides for life -cycle <br />housing. The multi - family residential complex is proposed for senior housing. <br />Transportation Plan <br />The local roads within the development will have 50 and 60 foot right of way widths and <br />28 and 32 foot wide paved road surface. <br />9 <br />
