All necessary permits must be obtained from others including Rice Creek Watershed District, <br />MPCA, Department of Health, and the County prior to construction. <br />7. Utility plans and storm sewer design must be provided for review and approval prior to <br />construction. <br />8. Erosion and sediment control plan and Storm Water Pollution Prevention Plan must be <br />submitted for review and approval prior to construction. <br />9. The City will enforce the wetland buffer area to ensure sod/lawn areas do not seasonally <br />flood. This creates problems for the City in the future as people believe they have additional <br />yard to maintain. <br />Traffic Impact Study Comments: <br />1. The Traffic Study looked at the 4 primary intersections along the 20th Ave corridor plus the <br />future site driveways. However, there are several driveways accessing 20th Avenue adjacent <br />to the site. How are these driveways impacted especially by the turning traffic into or out of <br />the site? <br />2. For the intersection of 20th Avenue and Main Street was the intersection coordination signal <br />timing for the other Main Street intersections between 20th Avenue and I -35E used for the <br />operational analysis? <br />3. Although the analysis does not show any issues for the northbound 20th Avenue approach to <br />Main Street, it appears that the approach queues in the build condition may back up and <br />block intersections. This should be verified. <br />4. The roadway improvements section indicates that there are no issues at the 20th Avenue and <br />Main Street intersection. However, the conclusion indicates that the WB left turn lane may <br />need to be lengthened. Can this be accomplished with the new intersection improvements at <br />the 21St Avenue intersection? <br />5. The analysis results show that for the Build condition the queue lengths and some of the <br />movement Levels of Service are better than the 2019 No- Build. Why did this occur? Were <br />improvements assumed? <br />6. The Traffic Study indicates that the County conducted a study that identified opportunities <br />for 20th Avenue at Birch Street. Were these improvements considered or at least <br />accommodated with the proposed development (i.e. right of way). <br />7. The analysis indicates a sight line issue at the 20th Avenue and CR J intersection. The <br />addition of the Northpointe site traffic will only make this condition worse, therefore <br />improvements should be considered with the initial construction of the development. As <br />indicated in the Traffic Study, an all -way stop at the intersection would improve the approach <br />delays and safety. A further analysis to determine if Stop Sign warrants are met should be <br />conducted. This should be coordinated with the County. <br />Grading Comments: <br />1. It appears that the rear lots for Lots 1 -4 Block 10, Lots 1 -9 Block 12, and Lots 1 -6 Block 13 <br />discharge directly onto the adjacent property. <br />2. All street low points will need to identify an emergency overflow. <br />3. The easterly terminus of Street H will need storm sewer to contain the storm water runoff on <br />site. <br />4.
