Planning & Zoning Board February 13, 2008 Page 2 Jeff Smyser, City Planner, presented the staff report. Mr. Smyser explained that new billboards are no longer allowed in the city, however they need to consider that existing billboards could be converted to dynamic display signs. He clarified that the proposed ordinance will only prohibit dynamic signs that are 20 square feet or larger. He added that dynamic display signs have proven to be distracting to drivers and they conflict with the aesthetics of the city. Upon discussion, Board Members identified a number of issues for staff to consult with the city attorney about and bring back to next month's meeting. The board's suggestions for consideration included addressing advertising flags for businesses, addressing the rate of change for dynamic display signs that are smaller than 20 sq. ft., and addressing the use of dynamic display signs on a temporary basis. Board Members concluded that they understand the reasons for prohibiting dynamic display signs, especially for safety purposes. Mr. Rafferty made a MOTION to table the Public Hearing to the March meeting. Motion was supported by Mr. Root. Motion carried 5 - 0. VI. DISCUSSION ITEMS A. Comp Plan Update Mr. Smyser updated the board on the progress of the Comprehensive Plan update process. Mr. Smyser stated that a joint meeting of the City Council, all city boards, the Economic Development Advisory Committee and the Comp Plan Advisory Panel has been set for February 20. This meeting will give staff a chance to discuss the progress of the Comp Plan update. B. Growth Update — 2007 Permits Mr. Smyser updated the board on the status of growth that occurred in 2007. VII. ADJOURNMENT Mr. Rafferty made a MOTION to adjourn the meeting at 7:40 p.m. Motion was supported by Mr. Laden. Motion carried 5 -0.
