• <br />• <br />AGENDA ITEM V A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: March 12, 2008 <br />TOPIC: CONTINUED PUBLIC HEARING: <br />Sign Ordinance Amendments <br />BACKGROUND <br />The P & Z opened the public hearing on February 13 and continued it. Staff discussed <br />issues with the City Attorney, as directed by the P & Z, and made some adjustments to <br />the draft ordinance. Those elements are shaded in this draft. <br />In cooperation with the City Attorney, staff has prepared a draft to amend the ordinance <br />to address "dynamic display" signs and other issues. Dynamic display signs are signs <br />with moving or changing images. These are being seen more and more around the Metro <br />Area on billboards on freeways. <br />As long as the sign ordinance was being amended in some major ways to address <br />dynamic signs, we thought we might as well clarify other issues as well. The City last <br />amended its sign ordinance in 2005 to address temporary signs the current proposal will be the first major overhaul of the sign ordinance in many years: probably since 1997. <br />The City adopted a moratorium on dynamic display signs in April 2007. The one -year <br />moratorium expires on April 18, 2008. Staff's goal is to discuss the proposed <br />amendments and get direction from the Board for any changes. We hope to bring the <br />ordinance amendments to the City Council on March 24 for a first reading. <br />ANALYSIS <br />The revised draft includes some shaded passages to draw P & Z attention to the points <br />discussed at the last meeting as needing some clarification. <br />• The definitions of "banner" and "flag" have been refined to distinguish a flag from a <br />banner (Sec. II., pages 3 & 4). <br />• The definition of "sign" excludes road signs so that electric road construction signs <br />• with changing messages are not prohibited as dynamic display signs (Sec. II., page 5). <br />
