• We've clarified that noncommercial speech will not be reviewed in determining if a <br />sign permit should be issued (III.A., p. 8, and VI., page 22). <br />• Signs in windows will not be regulated with permit requirements, but dynamic <br />display signs of any size in windows are prohibited (VI.E., page 17). <br />• Two issues regarding dynamic display signs are addressed in Section VI., par. X. <br />(pages 21 -22). The first one is clarification that the dynamic display prohibition <br />applies to both permanent and temporary signs. <br />The second issue relates to signs of less than 20 sf . The P & Z asked if these smaller <br />dynamic display signs should be prohibited from changing their messages often. The <br />added text in the draft includes such a prohibition. However, such a prohibition <br />would prevent new reader boards, like the one at the bank on Lake Drive. This reader <br />board has a message that constantly scrolls horizontally, giving time, temperature, <br />and public and private messages. Please note that staff is not recommending this <br />language be adopted, but included it here for discussion. I think such a requirement <br />has more negative implications than positive. <br />• The P & Z discussed some issues relevant to flags. New text (Sec. VI. par Z., page <br />22) addresses flags of both types: government symbols and non - government business <br />flags. As drafted, it allows up to three government flags per lot, on flag poles, <br />without a permit because it is considered noncommercial speech. More than this <br />would require sign permits as for permanent signs. This would prevent the numerous <br />American flags often seen at such businesses as car lots. An alternative is to allow an <br />unlimited number of government flags. <br />Regarding non - government flags, since a flag is only seen when a wind is blowing, a <br />corporate flag is addressed differently from a regular sign. One non - government sign <br />would be allowed on a flagpole without a permit. <br />OPTIONS <br />1. Recommend approval of the sign ordinance amendments, with specified revisions if <br />desired. <br />2.
