34 <br />1. If the plat application includes only part of the tract owned or intended for development <br />by the subdivider, a ghost plat for the remaining land shall be submitted. <br />2. If the proposed development would fully or partially isolate adjacent land so that <br />development of the adjacent land would involve access through the proposed development, a ghost plat for <br />the adjacent land shall be submitted to show that the proposed development will not isolate,_ prevent <br />sufficient access to, or otherwise prevent development of the adjacent land <br />according to city standards. <br />• <br />3. A rural plat located in an area planned for future urbanization (public sewer and water <br />provision). <br />(Ord. 04 -03, passed 2 -24 -2003) <br />(m) Storm Water Pollution Prevention Plan (SWPPP) as required by the Minnesota Pollution <br />Control Agency. <br />§ 1001.042 FILING AND REVIEW OF APPLICATION. <br />(1) Pre - Application Meeting. Prior to submitting a preliminary plat application (following a concept <br />plan review, if one occurs), the property owner /applicant shall meet with the Community Development <br />Department to discuss the preliminary plat application. Through this meeting, the Community Development <br />Department may summarize the city's comments from review of the concept planTfeview-eemmentsT and <br />offer suggestions pertaining to additional information or design changes that may assist in expediting the <br />preliminary plat review. <br />(2) Neighborhood Meeting. The city strongly recommends the property owner /applicant hold a <br />neighborhood meeting for informal comment and feedback prior to preliminary plat application. <br />(3) The person applying for preliminary plat approval shall submit to the Community Development <br />Department a complete application and all other information required according to the deadline and <br />meeting schedule established by the city. The application shall address the informational requirements of <br />Section 1001 1 of this Ordinance § 1001.041 and issues identified through the concept plan review <br />procedure. <br />(4) A complete preliminary plat application shall include: <br />(a) A graphic and written description of the information requirements outlined in § 1001.041 <br />Section 1001 l of this Ordinance; and <br />(b) <br />Council. <br />fee and processing escrow as established by the City <br />(5) The Community Development Department, upon receipt of the application, shall notify the <br />DRAFT JANUARY 5, 2009 <br />
