O'Rourke <br />Deputy Administrator <br />MEMORANDUM <br />TO: Michael Grochala, Community Development Director <br />FROM: Washington County Comprehensive Plan Review Staff <br />DATE: December 23, 2008 <br />RE: City of Lino Lakes Comprehensive Plan Update <br />Washington County has reviewed the City of Lino Lakes Draft Comprehensive Plan. We offer <br />comments on the Transportation Section since we have mutual issues that have cross jurisdictional <br />boundaries. If you have questions on these comments, please contact Ann Pung - Terwedo at 651- <br />430 -4362 or e-mail at ann. punq- terwedo @co.washinoton.mn.us. <br />The following are specific comments on the plan: <br />1. Page 6-8, Transportation: Figure 6-3: The future designation of Anoka County Road 140 <br />(80 St. E.) as a Principal Arterial does not seem accurate. Based on traffic volumes and <br />functionality, it seems to be more appropriately classified as a Class A Minor Arterial — <br />Connector or Expander. Washington County would expect to request a classification of <br />Class A Minor — Expander on County Road 4A and CSAH 4 (170th St. N.), the easterly <br />extension of Anoka CR 140, when the interchange is constructed. <br />2. Figure 6-4, on page 6-14, shows a projected volume for CR 140 in the 2,000 - 10,000 range, <br />which also seems more in line with a Minor Arterial than a Principal Arterial. <br />3. Page 6-11, New CR 84 from CSAH 14 to the north city limits: Washington County supports <br />the planning and construction of this roadway -looks forward to working with the cities of Lino <br />Lakes, Hugo, Columbus and Forest Lake to develop this route as a joint Anoka - Washington <br />County roadway.
