The plan appears consistent with the City's Local Surface Water Management Plan (LSWMP), approved by the RCWD in 2005. The RCWD is not reviewing the LSWMP, pursuant to MN Statute 103B.235 at this time. The RCWD recognizes the City's intent to delay an update to their LSWMP until after the RCWD completes an update to its own Water Resource Management Plan, which is currently underway. The RCWD congratulates the City on successful integration of the recently approved Lino Lakes Resource Management Plan and associated Rule RMP -3 into its Comprehensive Plan update. The RCWD offers the following comments relating to the City of Lino Lakes' 2030 Comprehensive Plan: 1. Page 2 -21: Revise narrative to reflect the approval of the Lino Lakes RMP by the RCWD on October 8, 2008. RCWD's Rule RMP -3, implementing the Lino Lakes RMP, was adopted on January 28, 2009 and became effective on February 4, 2009. 2. Page 2 -31: Revise the end of 4th paragraph to reference Figure 2 -8, not 2 -7. 3. Page 2 -43: Revise narrative to reflect the approval of the Lino Lakes RMP by the RCWD on October 8, 2008. RCWD's Rule RMP -3, implementing the Lino Lakes RMP, was adopted on January 28, 2009 and became effective on February 4, 2009. Delete "It is noted that the RMP rule is likely to be adopted in late summer /early fall 2008." 4. Other references to the RMP and Rule within the 2030 Comprehensive Plan should also be revised as indicated above. 5. Appendix A: Lino Lakes RMP is no longer a draft document. The RCWD appreciates the opportunity to comment on the City's 2030 Comprehensive Plan.
