Public, Educational, Religious in GB and LB <br />page 4 <br />9) The proposed development shall be served with adequate and safe water supply. <br />10) The proposed development shall be served with an adequate and safe sanitary <br />sewer system. <br />11) The proposed development shall not result in the premature expenditures of City <br />funds on capital improvements necessary to accommodate the proposed <br />development. <br />e. Will not involve uses, activities, processes, materials, equipment and conditions of <br />operation that will be detrimental to any persons, property, or the general welfare <br />because of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br />f. Will not result in the destruction, loss, or damage of a natural, scenic or historic <br />feature of major importance. <br />These standards /conditions will continue to apply to all conditional uses in the city. <br />Specific Conditions for Specific Uses <br />In addition to the standard conditions for all conditional uses, most conditional uses have specific <br />conditions that apply. These are listed with the individual uses in the conditional use section of <br />each zoning district. Currently, the zoning ordinance allows churches as conditional uses only in <br />the rural and residential zoning districts. They are included in the category "public, educational, <br />and religious buildings ". Note that religious uses often include a church, an associated school, a <br />community gathering facility, and other such uses. These uses are difficult to separate, and they <br />have similar needs and potential impacts. This is why they are categorized together. The <br />specific conditions for this category are: <br />Public, Educational, and Religious Buildings. Public or semi - public recreational buildings <br />and neighborhood or community centers; limited to nursery, elementary, junior high and <br />senior high schools; and religious institutions such as churches, chapels, temples, mosque, <br />and synagogues provided that: <br />a. Side yards shall not be less than fifty (50) feet. <br />b. Adequate screening from abutting residential uses and landscaping is provided in <br />compliance with Section 3, Subd. 4.Q of this Ordinance. <br />c. Adequate off - street parking and access is provided on the site or on lots directly abutting <br />directly across a public street or alley to the principal use in compliance with Section 3, <br />Subd. 5. of this Ordinance and that such parking is adequately screened and landscaped <br />from surrounding and abutting residential uses in compliance with Section 3, Subd. 4.Q <br />of this Ordinance. <br />• <br />• <br />• <br />
