Planning & Zoning Board <br />April 14, 2010 <br />Page 2 <br />A. PUBLIC HEARING to consider an Interim Use Permit for open and outdoor <br />storage as a principal use in the Light Industrial zone at 2209 Phelps Road <br />City Planner, Jeff Smyser, presented the staff report. <br />Ms. Brady arrived at 6:36 p.m. <br />Staff recommended approval of the application based on the conditions of approval as <br />listed in the staff report. <br />Applicant, Nick Arnt, 2190 Phelps Road, answered questio the board members. <br />Council Members expressed concerns regarding the . . t of storage on the site, <br />possible erosion, and potential for debris to blow off tte.site onto other properties. <br />Staff responded that the materials stored will include bituminous concrete and rubble, of <br />which erosion and debris should not be a factor. The city has not received any, <br />complaints to date for this site. The properties surrounding the site are also/owned by <br />Arnt and there are no residential areas nearby. <br />Mr. Arnt explained that normally amount of storage would not be so great, but due to <br />the economy the crushing of maters seen less frequent causing larger stockpiles <br />than usual. Mr. Arnt explained the e business and future plans. Recyclable <br />materials are accepted and crushed o <br />Staff pointed out where future commercra development might be located. A large area <br />of low wetland exists just north of the site hich will serve as a buffer to any future <br />development to the north. <br />Staff d <br />of anticipate any problems wit the proposed interim use. <br />the Public Hearing at 7:10 p.m. <br />Chair Tralle op <br />was present `;speak on the item. <br />Mr. Pogalz made a MOTION to close the Public Hearing at 7:11 p.m. Motion was <br />supported by Ms. Brady. Motion passed 6 -0. <br />Mr. Hyden made a MOTION to recommend approval of an Interim Use Permit for open <br />and outdoor storage as a principal use in the Light Industrial zone at 2209 Phelps Road <br />based on the following conditions of approval: <br />1. This interim use permit is issued to and applies only to the property at 2209 <br />Phelps Road, PID 243122420012, and only that part of the property that is north <br />of Phelps Road. This interim use permit is issued to the property. <br />2. This interim use permit is for open and outdoor storage of vehicles and <br />construction materials. <br />DRAFT MINUTES <br />
