• <br />• <br />• <br />AGENDA ITEM 6.B. <br />STAFF ORIGINATOR: Paul Bengtson <br />P &Z MEETING DATE: June 9, 2010 <br />TOPIC: Discussion of Building Materials <br />BACKGROUND <br />The Board had previously asked staff to review the allowable building materials and <br />architectural standards in the city. Section 3.Subdivison 4.B, which entitled `Building Type <br />and Construction', includes the architectural standards for the city. For the purpose of brevity <br />only subdivisions related to the topic are included. <br />Single Family <br />1. Single Family Dwellings. All single family detached dwellings in the R, R -X, R -1, R- <br />1X, R -EC, and R -2 Districts shall meet the following design criteria: <br />a. All structures shall have permanent concrete or treated wood foundations which <br />will anchor the structure, which comply with the State Building Code as adopted <br />in the State of Minnesota and which are solid for the complete circumference of <br />the house. <br />b. Sixty (60) percent of a residential structure shall have a minimum width or depth <br />of twenty (20) feet. Width measurement shall not take into account overhangs <br />or other projections. Such width requirement shall be in addition to the <br />minimum area per dwelling requirements established within this Ordinance. <br />c. Single family dwellings shall have at least a four /twelve (4/12) roof pitch and <br />shall be covered with shingles or tiles or a standing seam metal roof. <br />d. All single family structures must be built in conformance with Minnesota <br />Statute 327.31 to 327.35 of the State Building Code as adopted in the State of <br />Minnesota. <br />e. The exterior walls of all single family residences shall be similar in appearance <br />to normal wood or masonry residential construction. Any metal siding upon <br />single family residence structures shall have a vertical dimension no greater than <br />twelve (12) inches. Sheet metal siding shall not be permitted in such districts. <br />In addition to regulating single family stick built homes, these regulations also allow <br />manufactured homes in all residential district (as required by law) while still maintaining <br />similar appearance and materials to other homes within a neighborhood. Letters `c' and `e' are <br />the ones that might need to be reviewed and amended. One possibility is to require all <br />materials used to be `designed for residential use', and allow the zoning administrator to make <br />that determination. That would allow residents to appeal the decision through Section <br />2.Subdivision 4. <br />
