• <br />Planning & Zoning Board <br />January 12, 2000 <br />Page 9 <br />Mr. Schilling asked if the City has control over the type of material that can be stored. <br />Staff advised that legally the City couldn't distinguish between types of materials. It was <br />noted that at times storage material can stick up over a fence. Therefore, storage will be <br />limited to internal light industrial properties. <br />Mr. Zych suggested this item be deferred in order to clean up the provision language. He <br />asked why staff is requesting a change in the ordinance that was adopted two years ago. <br />Staff clarified the difference between accessory use and principal use. The 1997 <br />ordinance allowed a conditional use permit for exterior storage as an accessory use <br />meaning the business had to have another principal use. Exterior storage as a principle <br />use is allowed as interim use only that will be terminated at some future date or event. <br />Mr. Corson asked if the 4:1 ratio has been thought over carefully. Staff advised the ratio <br />should be changed to 3:1. Staff also advised that changing the original ordinance by <br />deleting exterior storage as an accessory use was an error. <br />Chair Schaps clarified the amendment will allow for backyard storage that cannot be seen <br />from the freeway, prohibits abutting a neighborhood school, will require fencing, <br />screening and an impervious surface, and cannot b it. Staff suggested the ratio be changed to 3.5:1. <br />Mr. Johnson made a MOTION to close the public hearing at 7:55 p.m., and was <br />supported by Mr. Corson.
