NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />PLANNING REPORT <br />TO: Lino Lakes Planning and Zoning Board <br />FROM: Cindy Sherman /Alan Brixius <br />DATE: February 1, 2000 <br />RE: Lino Lakes — Highland Meadows Multi- family Site Plan <br />FILE NO: 194.01 -00.01 <br />EXECUTIVE SUMMARY <br />Background <br />On January 10, 2000 the City Council approved the amended preliminary plat <br />and amended PDO for the Highland Meadows subdivision. As required by the <br />ordinance and as one of the conditions of the approval T.S.M. Development has <br />submitted a complete site plan application for the townhome development. The <br />site plan is subject to the review of the Planning and Zoning Board for <br />recommendation and the approval of the City Council. The applicant has also <br />submitted the Final Plat for Highland Meadows West and is seeking approval for <br />the Final Plat to proceed. <br />The site is zoned R -3, Medium Density Residential and is designated for Single <br />Family Residential use in the City's 1990 Comprehensive Plan which was <br />amended to allow the attached housing. <br />To accommodate the development proposal, the following approval is necessary: <br />1. Site Plan review for the multi - family area. <br />2.
