Highland Meadows <br />Multi - Family Site Plan <br />Page 2 <br />• Recommendation <br />• <br />• <br />NAC recommends approval of the Final Plat for Highland Meadows West and <br />approval of the Site Plan for Highland Meadows Multi - Family Area with the <br />following conditions: <br />1. The final landscape plan is subject to the review and approval of the City <br />Environmental Specialist. <br />a) A foundation - planting plan shall be submitted for review and <br />approval prior to issuance of building permits. <br />b) Landscape plantings shall be added on the south side of Oak <br />Drive and around ponding /wetland to include native <br />materials /seeds as buffer areas and as part of the surface water <br />treatment train. <br />2. Access to units 35 and 36 shall be provided from the north and no access <br />shall be provided from the cul -de -sac. <br />3. Curb cuts shall be limited to 26 feet in width for accesses onto public roads <br />with a minimum 10 -foot separation. <br />4. Green space /rock separations shall be eliminated between driveways. <br />5. A lighting plan shall be submitted for the review and approval of the Police <br />Dept. <br />6. Street, drainage and utility plans are subject to the review and approval of the <br />City Engineer. <br />7. All conditions of Preliminary Plat approval remain in effect. <br />Issues Analysis <br />SITE PLAN <br />Site Plan Layout <br />The site plan layout is consistent with the approved preliminary plat with regard <br />to density, lot size and setbacks. <br />Residential Units <br />Each structure contains four units with two common walls in each unit. Each unit <br />has two exterior walls with windows and access that includes a regular door and <br />a patio door. Each unit has a 14'x7' concrete patio area outside the front entry <br />with a 4'x7' slab at the regular door access. The exterior of the units is proposed <br />to be a combination of vinyl lap siding with brick trim and asphalt shingles. <br />The buildings are all slab on grade, two -story townhome units with two <br />bedrooms, 1 -' baths, kitchen, living room, dining room, and laundry area. Each <br />unit has an attached double garage. <br />
