Highland Meadows <br />Multi - Family Site Plan <br />Page 3 <br />Landscaping Plan <br />A landscaping plan has been submitted for the general area. Plantings have <br />been concentrated in areas abutting existing development. No foundation <br />plantings have been shown but they are required and the applicant is preparing a <br />plan. <br />The ordinance requires a minimum open space of 35% and the site as proposed <br />provides 52% open space. <br />We believe that additional plantings /groundcover should be provided on the <br />south side of Oak Drive and surrounding the wetlands. The landscape plan is <br />subject to the review and approval of the City Environmental Specialist. <br />Access /Parking <br />Curb cuts or driveway access is limited to 26 feet in width. There are several <br />areas where this is exceeded in order to provide direct access into each unit. <br />The accesses should be narrowed to meet the ordinance. The accesses may be <br />widened outside of the right -of -way. <br />The ordinance requires 2 Y2 spaces per unit, which is 130 parking spaces. Each <br />unit has two interior spaces and two exterior spaces plus 26 guest parking stalls <br />for a total of 234 spaces provided. <br />It appears that units 35 and 36 could be served by extending the drive from the <br />north and eliminating the access onto the cul -de -sac. This option should be <br />explored along with other measures to enhance access. <br />Drainage and Utilities <br />Detailed grading, drainage and utility plans have been submitted for the review <br />and approval of the City Engineer. <br />FINAL PLAT <br />T.S.M. Development Inc. has submitted an application for Final Plat. The <br />request is to plat 55 single family lots, 52 multi - family lots, a lot for common <br />space in the multi - family area and Outlots A -F as Highland Meadows West. The <br />proposed final plat is consistent with the approved preliminary plat. <br />CONCLUSION <br />The site plan is consistent with the general layout submitted with the preliminary <br />plat and it meets the intent of the ordinance regulations. The final plat is also <br />consistent with the approved preliminary plat. We recommend approval of the <br />site plan and final plat with the conditions as outlined in the recommendation <br />section of this report. <br />
