Staff also advised <br />there is a plan for the home being built. The hold up on the home being built is the fact <br />there is not clear title to the property. At this time the property is in joint ownership. The <br />subdivision should correct that and the applicant will be able to obtain a mortgage. <br />Chair Schaps asked if the City has a time limit regarding the completion of homes. Staff <br />advised there is a long period of time for completion that is part of the building code. <br />Builders need to show continuous progress. <br />Ms. Lane made a MOTION to approve minor subdivision based on the following <br />conditions: <br />1. An additional 27' of right -of -way for Centerville Road shall be dedication to Anoka <br />County along the easterly border of the parcel. <br />2. The single family home currently under construction on the westerly parcel must <br />connect to City water with the understanding that there is a deferred assessment on <br />the balance of the property payable upon future • lopment of the site. This differed <br />assessment shall also apply to the newly creat 1B and also . be payable upon <br />future development of that site. <br />3. Thomas McDo <''k, 25 Ash Street, Subdivision <br />Staff advised Mr. Tom McDonough is the owner of two parcels of property in the <br />south/west corner of the City. Parcel lA contains 2.47 acres and a single family home, <br />Parcel 2A contains 2.82 acres, and the total site is 5.29 acres. The City's Zoning <br />Ordinance requires a minimum of 10 acres as the property is Zoned Rural, guided rural in <br />the existing land use plan and is located outside the MUSA boundary. However, both <br />parcels are considered pre- existing non - conforming lots of record. The vacant parcel is <br />buildable as it exists. The draft comprehensive plan guides the area for residential and <br />the specific parcels for medium density residential. <br />Mr. McDonough is asking for a minor subdivision that would allow the sale of the <br />existing home on a one acre lot with the combination of the balance of the site and <br />potential sale of that parcel as a 4.24 +/- acre parcel. There is a large wetland on the <br />north/west corner of the property, which would not preclude any future construction on <br />that parcel. Staff reviewed the description of the surrounding property and the Findings <br />of Fact. <br />
